Question posted in the Intellectual Property Law category relating to Eastern Cape

Can someone claim to 'own the intellectual property of Xmas in July' in a particular place? Can anyone claim ownership of it?

We have a festival hre in the mountains where one person insists that it is HER OWN festival and no one eklse can run it because she owns the 'rights' to it.

I doubt that.

Please help.
