Good day

my question is, why did home affairs reject my son's study visa based on police clearance not attached, and the boy is only thirteen. now we need to appeal and still pay R 1 350.00 to vfs and it is not fare. what can we do to make home affairs aware of there mistake and reverse the decission without us paying again.
