I bought a unit in Rumsig 3 years ago.

The developer rented out all the units for 2 years before we bought there.
The developer was charging electricity from the tenants for 2 years with no bulk meter installed and never paid it across to the C.O.J. We then had the electricity meter installed and the C.O.J back dated the charges and added it to our account.
Now we are liable for the R1 400 000-00 outstanding, but we never used the electricity, the developer did.

What do I do? as we stand now, each unit has to pay a special levy of R60 000-00
