Question posted in the Landlord Tenant Law category relating to Eastern Cape

Hello

The governing body of a golf estate is apparently about to introduce a 'tenant levy', which will adversely affect my leasing out a property there.
What rights do I have, as the owner of the property?
What is a reasonable amount to be levied?
And at what point can I challenge this legally?
