Good day Can a  developer establish a commin law HOA in open community, not gated or walled freestanding home on municpal ground where municipal  fees are paid. Developer wants backdated levies since he only regesitered with csos March 7 2024The developer appointed a managaging agent only last year may,  this managing agent reggister with csos this year March to collect backdated levies. The developer has been bussy with this development for 14 years. Peopel started receiveing invoices from his personal bussines for levies about 8+year ago
