Good Day i wanted to know if i found out that the wall around my house was built wrong and it is restricting my property area and know i want to move it as it shoud have been built in the first place and i want to claim the costs from the developers can I?

They said i can't because i am not the first owner of the property and just the first owner can claim is that true?
It is not my problem that the first owner was not able to see that there was a mistake made with the wall and did nothing about it.
