Question posted in the Consumer Protection Law category relating to Western Cape

I had irrigation put in my garden in Feb this year...in March one of the popups somehow dismantled it self from pipe...underground thiscaused the pressure to drop...I called the chap whp installed it and he told to check to see if all the switches to pipes were all in place etc..I did what he instructed as he said that if he comes out to check and if he finds it a fault on my side he is going to charge callout fee of 350 rand !! I did all the checks and could not find the problem so called him back...he came and promptly found the problem underground, five minutes it took to fix and before I asked questions he said it definately would not have prised away due to pressure...it had to be forced away,so I asked him how seeing as everything is still underground ,he said the gardner would more than likely have done it !!? Now for me it is not rocket science that if something is not attached properly it can prise apart little by little.!!? However my argument is not really who did or did not and my gardner did not work there as it is under the lemon tree so no grass is there so no work required, and he assured me that he did not work underground !!....why do I have to pay such an exorbitant callout fee,I asked him to lower his fee and meet halfway seeing as it is only +- a 4 weeks of installation, and I paid over 2,500 rand,he said he is afraid not as his expenses have to be covered and so I said so have mine too !! What are my rights here am i obligated to pay !!?
