Question posted in the Landlord Tenant Law category relating to Western Cape

I am renting a house on a property with other houses also plus minus 15 tenants in total. In January the agent just inform us that the owner is installing a prepaid water meter. They only put in one meter on the main water supply and told us that we must buy our own water R100 per person per month and that will be enough water for the month. This was not in my lease contract and was forced upon me. Sice then the water is cutt off on a weekly bassis and me and my 9year old son must go for days without water. This month I already paid R1400 just for water. The agent is ignoring our complaints. I feel water is a basic right and as landlord he is obliged to give municipal services, something is wrong with the meter or the plumbing and I must pay for it. I dont want to leave the place because it is not my pronlem and cant find another place like this. What can I do because surely this is not legal according to rantal law. I already loged a complaint with the Western Cape Rental Housing Tribunal but that is taking very long
