Good morning.

I see that there a new law that came into affect regarding social media implications and the severity thereof, does this count for social media victimization, slander and deformation of character, and well as blackmail and what are the implications thereof?

Also, what is the procedure regarding nailing someone based off the above? What can be done? Suing is not an option as he has nothing to lose, but he is mentally unstable and psychotic.

The best way for him to stop what he is doing is to be clinically admitted and removed from the digital space, as in he should not have access to any digital means.
