Question posted in the General Law category relating to Eastern Cape

Is it permissible for a mining company to start its operations prior to the completion of its applications with the DMR?

They gave us a draft to go through as a community. We then requested for SLP and other related documents. They provided an SLP, Draft Scoping report and a Mining right. Then they said other application like water use and Environmental Authorization are still being processed. But they have already started working and they brought all their machines and workers.
