I have a case that was struck off the roll. Does it mean I have a criminal record?

No, if your case is struck off the roll it means that you do not have a criminal record. However, the case could still be enrolled for hearing again, if the prosecutor gets his/her act together and if they want to proceed further with the charges against you.
