I recently purchased a property. There was no electricity on the property and on the sales agreement we stipulated that the electricty and water needs to be restored and municipal accounts paid prior to registration. Upon registration, this was not the case. Two weeks after registration,  the transfer attorneys bribed someone to connect the electricity which we have come to realize now and confirmed that the seller made arrangements to pay their account. Yesterday, our ekectricty was cut off as the owners did not pay or may arrangements.  Please help. Furthermore there are severe roof leaks across the entire property which thr owner did not disclose. How can we get him to sort this out
