Good day

I am a woman working as a Sales Consultant for Capital Security, Kraaifoantaein. I started here 1/5/2013.
Me and Mr Bart Saaiman agree on my salary as of a basic R7000 for 5 contracts + commission and petrol allowance R350 per week.
I accept and I signed my contract.
Yesterday when my salary was paid in my bank, my basic salary was not paid on my commission R3500 which I also think is not correct. I have not received a commission statement to check that either.
The Branch Manager Ruben Myburgh want to tell me now that I was not productive enough for May month, thats why my basic is not paid. He also reduced my petrol allowance to R150 per week.
May last year Ruben discussed with me and the other 3 Reps to try and bring in 25 contracts each and we all agree on that. Then the one rep resigned and never did we again discussed goals.
Never did I signed for a fixed goal or signed for a spesific goal per month.
In May I signed 9 new contracts, 25 appointments and did 38 Quotations - pending (some via email)

My question is:- Can Capital hold back my basic salary and reduce my petrol allowance?
