Please advise whether my neighbour who is an attorney and is threatening me to fix his side of our perimeter wall, because of damp

when all the area around us ia damp,wants my monthly payslip(I am a pensoiner) and my pension just allows for my monthly payments 

and a breakdown of my ependiture on amonthly basis.He did this 4 years ago and my husband refused to comply.When he heard my husband had passes on,he called me and is now bullying me to the extent that I am ill over the matter.He says I will pay.He also offered

me a loan against my property,from a charitable trust he runs.where do i turn,as I cannot afford a large attorney bill.

Please help.I will be eternally grateful to resolve this issue,as I am terrified of him.
