Good day,

My husband and I have been seperated for two (2) years now. We have two daughters. The eldest daughter(6 years of age)  have been staying with his mother for 3 years and the youngest one have been staying for me (4 years of age). He refused to return my eldest daughter to me after we seperated and he moved away to Kraaifontein with my eldest daughter without my permission. We stay in Paarl. After a few weeks they relocated his mother contacted me and asked if my eldest one can stay with me in Paarl seeing that the schools are so expensive that side. So since June 2019 my eldest daughter is living with me and my youngest daughter. Their dad only paid the eldest daughter and refuses to pay for the youngest as well.  

At the moment he is at the police college in Philipi. When he heads homeward for a weekend he would arrive the Friday, but will only pick up the kids on the Saturday. Yesterday I told him that will not work, because that was not the agreement. I also told him I do not feel like giving the kids to him anymore, because he has no stable address. He then told me that he does not have to give me his address because it is not my business. How do I even build a mature relationship with a guy who shows no respect for rules when it comes to the raising of the children? I do not know what to do with him anymore. It feels like he bullies me everytime he gets the chance and I am just allowing it, because I anyway can not think of keeping him away from the kids. Every child needs their father, but he is taking advantage of that fact. 

How can I just sort this out and I do not even know why this divorce is taking so long? What is my rights? He have not paid maintainance for our youngest daughter for 4 years. Please advise me on how to proceed?
