Question posted in the Property Law category relating to Gauteng

Good evening I'd like to ask I have purchased a brand new home in a new development, I was given the house key 2 months ago but only moved in a month ago.the other day on the 3rd/06/21 I left home around to 10 am and came back around 16h10 late.when I got home it seemed like there was water shortage but it just came back slowly around 16h20, i then checked my emails as my data was on I saw a message received a 15h46 notifying me about water shortage and that we should turn off our geysers during water shortage.at about 17h00 I noticed that the plugs were all off only the lights were working I checked the main switch and noticed that the earth leakage was down and the geyser plug also.i then pulled it up it tripped then I switched off all the house plugs and tried to re do it again it tripped again I then sent an email to the property admin to notify them about the issue but I did not get a response.this morning I sent and email again I was then told that the matter was reported on Thursday and someone was supposed to come check.later today I received a message from one of the gentlemen sending me a picture of the element that I need to buy so that the geyser could be fixed.and according to what I was told was that I'm  only given 3 months to spot any faults.its hardly 3 months.i've only been here for a month,I'm hardly home and live alone the geyser element just burned in one day.and also I felt that the communication was never done in time because if I was informed earlier before I left home or a day before this wouldn't have happened.i'd like to find out how do I fix something that I haven't used for more than a month, and if so what does the property law say in south africa when one purchases a newly built home...thank you
