I am a South African citizen. 

I am 18

Basically I would like to start up a remote control plane club, and be the chairman and safety officer of said club. 

However the ARO (organisation that handles the RC side of aviation for the CAA) 

States that I need to be 21, to be a majority and not a minor, and to be legally responsible for the club. 

I cannot find anything that says that, as far as I can tell the age of majority is currently 18. It seems it used to be 21 but that has since changed. 

What is your legal opinion.
