I am a bit concerned about the safety of the complex I am renting at.

It is a small holding [farm] with 7 houses, situated in Gauteng region.

My concerns:

Electricity:

1. All units are on prepaid electricity [unipin] but we paid a deposit of R2500 before moving in for Electricity connection. Is this legal?

2. Somehow the owner can still disconnect the electricity from a main switch, at any time he wants to.

3. My electricity usage is 3 times more than the previous place i rented from, the place is smaller, i am using less appliances and my stove is a gas stove and not electrical as before. I've asked the owner to have a look at it, but he is not very helpful. I wanted to see the certificate from an electrician that verifies that there are no issues with the electricity and he refused.

Gas:

1. all the units have gas stoves. We supply our own gas bottles. so there is no checks done to ensure that the gas bottles are safe. 

2. the bottles are placed outside our units against the wall, not locked or secured at all. Anyone including children can access the gas bottles.

Safety certificate:

1. There is 1 firehose on the property, it is dripping and leaking. Not long enough to reach all the units. No seal on the equipment.

2. There is no certificate to verify that the equipment is safe to use

Am I being paranoid or should this be reported? Where do we report this to get it fixed? The owner is not willing to fix the problems and we've all asked him a few times.
