Bought a sectional title property 1 and ...

Bought a sectional title property 1 and a half years ago. Want to sell now. I have now been told that there is a problem at the deeds offices as the property is zoned as residential 1. I now have to pay all the costs to get it rezoned. (only 2 properties on the stand)

Property had been sold since new 4 times. 

I feel that this is not my problem but a fault from the deeds offices and they were negligent in letting the property be registered 4 times before I am now stopped in selling the property. Can I sue the deeds offices for Negligance as I now have to pay almost R80 000 to get it rezoned before I can sell.
